The Australian skipper has taken 309 Test scalps in 71 appearances with an average of 22.10.
Australia's selection chief Bailey has declared that skipper Cummins will be a central figure in the upcoming Ashes series.
There were concerns that the veteran bowler might miss the series due to a ongoing back issue that was still troubling him.
Initial reports from team management suggested no final decision had been made regarding Cummins' participation, with the extended contest kicking off on 21 November in the WACA.
The selector shared that his recovery is on track and was "optimistic" about the prospects of participating.
"We're aware that the window is narrowing and multiple considerations around that, not just the back issue, but other factors as well," the selector added.
"We're encouraged. [We are] really confident that he will feature a major part. Ideally from the opening match. If not, then we'll pick it up."
Injury History
He was sidelined the ODI and T20 games against both Asian and Trans-Tasman rivals last month after scans revealed a lower back issue.
There is a track record of spinal problems, with recurrences in multiple past seasons forcing him out of three Australian summers in a short span.
He emphasized he would be proactive in his approach in his rehabilitation process to secure his spot for the Ashes.
The selector indicated that he did not know if Cummins had begun bowling as part of his recovery but admitted it was "getting tight" for him to regain fitness for the first Test.
Backup Options
In case of absence, ex-skipper Smith will take over the captaincy.
All-rounder Cameron Green was withdrawn recently from the ODI lineup for their ODI contests against the Asian giants as a preventive step because of discomfort in his torso.
Bailey described it as a "small issue and mentioned that Green will play in the domestic first-class competition, so will be "in a good place to resume bowling."
"Extensive planning has gone into creating the schedule for him to participate for the opening match as an all-rounder," he elaborated.
"Originally, he'd only feature in the starting games anyway. How he handles the cricket bat in white-ball cricket, even if it just sets him back for a short period, the choice was made to adopt a safer strategy."
