Nineteen of the Russian's 21 titles have been earned on hardcourt
A resurgent Daniil Medvedev won his initial championship for over two years with victory over Frenchman Moutet in the competition championship match.
Medvedev, a former number one, has had a difficult year, winning just a single victory at the major tournaments and experiencing a difficult moment at the New York tournament.
His varied form on the ATP Tour - and struggles with his serving in specific - resulted in him exiting of the elite rankings and eventually parting ways with long-term trainer Cervara.
Currently working with Thomas Johansson and Goetzke, the tennis star has steadily advanced in the recent weeks - culminating in a hard-fought three-set triumph over Frenchman Corentin Moutet.
This marks his maiden trophy after the Rome competition and maiden on a hard surface from spring of the previous year.
Victory also means Medvedev has won 21 championships at 21 various competitions.
"It's the first time I'm at a event with my two daughters at once, so to get a trophy is especially meaningful," commented world number 14 Medvedev.
"This victory is in honour of my child my daughter, because the initial championship I won when my older daughter her name was born was for her."
The athlete, the former major winner, had been defeated in his last six championship matches, featuring in Halle previously this season.
The player's retrieving approach and frequent emotional displays on court had led observers to question if his ability to compete at the top level was finished.
Yet the athlete has implemented adjustments in recent weeks, making an effort to advance forward and perform assertively, supported by an improved service.
The champion fought back from a deficit in the initial set against the challenging Frenchman, winning 4 of the final five exchanges to take the lead.
Both players traded break points in the second set before Moutet, attempting for his first tour championship, seized the initiative to create a third set.
The opponent defended four initial chances in a tight deciding set before the champion won the break to that score to close out the victory.
Appropriately, he secured the win with a point at the front of the court, with the Frenchman failing to manage a shot after over two and a half hours.
